Launch of Invoice Incentive Scheme “Mera Bill Mera Adhikaar” from 1st September, 2023.

‘Mera Bill Mera Adhikaar’ initiative to encourage the culture of customers asking for invoices/bills for all purchases.

Delhi: The Government of India, in association with State Governments, is launching an ‘Invoice incentive Scheme’ by the name ‘Mera Bill Mera Adhikaar’ to encourage the culture of customers asking for invoices/bills for all purchases. The objective of the scheme is to bring a cultural and behavioural change in the general public to ‘Ask for a Bill’ as their right and entitlement.

Key points:

  • The scheme is set to be launched on September 1, 2023.
  • Initially, the scheme will be introduced as a pilot project in the states of Assam, Gujarat, and Haryana.
  • Additionally, it will be implemented in the Union Territories of Puducherry, Dadra Nagar Haveli, and Daman & Diu.
  • The scheme covers B2C (Business-to-Consumer) invoices issued by GST-registered suppliers based in Assam, Gujarat, Haryana, Puducherry, Dadra Nagar Haveli, and Daman & Diu.
  • Invoices with a minimum value of Rs. 200 will qualify for entry into the lucky draw.
  • Invoices can be uploaded through the mobile application “Mera Bill Mera Adhikaar,” available on both IOS and Android platforms.
  • Alternatively, invoices can also be submitted on the web portal “web.merabill.gst.gov.in.”
  • All residents of India are eligible to participate in the scheme, regardless of their residing state or union territory.
  • Each individual can upload a maximum of 25 invoices on the application or web portal every month to qualify for the lucky draw.
  • Upon invoice submission, an Acknowledgement Reference Number (ARN) will be generated for each uploaded invoice. This number will be utilized for the prize draw.
  • The winning invoices will be selected through a random draw conducted at regular intervals, either monthly or quarterly.
  • The specific frequency of the draws and the distribution of prizes will be defined as part of the scheme’s structure.
